In order to thoroughly implement the relevant decision-making and deployment of the Party Central Committee and The State Council, and further strengthen the supervision of product quality and safety, the General Administration of Market Supervision actively plays a role in mandatory product certification, which is the essential attribute of CCC certification “ensuring the safety bottom line”. The first is to determine the scope of implementation in accordance with the principle of “minimizing necessity”. The implementation of CCC certification products, mainly concentrated in the recent production safety accidents exposed safety and quality problems are more prominent, or consumers reflect more safety hazards in the field. In order to strengthen the safety of power supply for the whole society, low-voltage components also restored to the original third-party evaluation method and no longer implemented enterprise self-declaration.
The second is to set the transition time according to the principle of “rational and scientific”. We take into account that in order to meet the management and technical requirements of CCC certification, the production process and management process may need to be further adjusted and improved, and the inventory of products that have left the factory and entered the sales field also needs a certain digestion cycle. Therefore, before the mandatory implementation of CCC certification of new products, in order to leave a relatively loose transition period for enterprises, We set this transition period to one year. Here, I also hope that all relevant enterprises can fully grasp the time limit requirements of the transition period and apply for CCC certification as soon as possible to avoid affecting the product market.
The third is to reduce the certification cost of enterprises in accordance with the principle of “effectiveness facilitation”. The implementation of CCC certification products, enterprises generally small scale, low industry concentration, we fully take into account the enterprise due to the certification of institutional transaction costs, clearly require the relevant certification bodies and laboratories to ensure the quality of certification and risk control under the premise of reasonable acceptance of the enterprise has international certification, voluntary certification, commissioned testing reports and other conformity assessment results.
