Recently, the Ministry of Commerce and other 9 departments jointly issued the “2024 Domestic Agriculture Action Work Plan”, from five aspects of 25 specific measures, in-depth implementation of 2024 domestic agriculture action, boost domestic service consumption, help promote the comprehensive revitalization of rural areas.
First, we need to align supply and demand. We will carry out the recruitment season of life service and upgrade the skills of domestic staff, expand the supply of domestic service and improve the quality of service. Continue to carry out domestic service docking, carry out order-type training for the employment needs of domestic enterprises, and improve the level of domestic service export management. Promote the integration of domestic services into the community and guide the integration of domestic services into the community ecosystem.
Second, strengthen brand cultivation. Cultivate the characteristic labor service brand of domestic service to revitalize agriculture, improve the level of organization, standardization and scale, give play to the brand effect, and increase the income of employees engaged in domestic service industry. Further build a series of public employment service special activity brands, implement various employment and entrepreneurship support policies, and promote the construction of women’s domestic service brands.
Third, we will increase support. Help people out of poverty find employment through domestic service brands, and continue to grant one-time transportation subsidies to people out of poverty engaged in domestic service across provinces. Guide banking institutions to optimize credit evaluation and credit management, and increase the research and development of financial products according to the characteristics and needs of domestic enterprises. Guide insurance institutions to actively carry out domestic service related insurance business, improve the scope of protection responsibility, and meet the risk protection needs of domestic enterprises, service personnel, and consumers. Guide financial institutions to enrich the exclusive financial products of new citizens such as domestic helpers in cities, strengthen the implementation of the policy of guarantee loans for entrepreneurship, and increase financial support for employment, entrepreneurship, education and training of relevant personnel.
Fourth, we will improve supporting policies. Guide local governments to include qualified urban domestic workers in the scope of public rental housing and affordable rental housing. The residence permit system will be fully implemented to promote the integration of urban domestic workers into the society where they are employed. We will strengthen support for graduates of colleges specializing in home economics and other professions to start businesses, and implement policies such as guaranteed loans and one-time subsidies for qualified graduates of colleges and universities to start businesses in accordance with regulations. Continue to implement tax reduction and fee reduction policies and preferential tax policies related to supporting community housekeeping services, and support eligible small and micro housekeeping enterprises to enjoy tax concessions in accordance with regulations.
Fifth, we will improve the environment for development. Accelerate the construction of domestic credit system, promote the credit rating code of domestic staff, explore the implementation of electronic “home service card”, and create a safe consumption environment. Actively promote and support the domestic service industry to carry out the creation of youth civilization. We will continue to carry out trials to improve the quality and expand the capacity of trade union housekeeping services. Guide domestic enterprises to improve the salary distribution system, guide domestic enterprises to establish and improve the salary distribution system reflecting the value orientation of skills.
In the next step, the Ministry of Commerce will work with relevant departments to implement the domestic agriculture policy, form a policy synergy, give play to the role of domestic service industry in promoting consumption, benefiting people’s livelihood and stabilizing employment, and better serve the comprehensive revitalization of rural areas.
